How can the answer be improved? Turning off the taskbar in Windows 10. Now that’s taken care of, go to Settings Personalization Taskbar, and scroll down to the Multiple displays heading. As you can seen in the cropped screenshot below, the non-maximized windows are on top of the taskbar.
